On March 18, 2004 the Downtown Camden Strategic Development Plan was unveiled by the Camden Greater Partnership, Camden Redevelopment Agency, Delaware Valley Regional Planning Commission and NJ Transit. This plan outlined a strategy in redeveloping the City of Camden. This Center City Master Plan was one of the first steps taken by the Camden Redevelopment Agency in meeting that strategy.

The primary objective of the strategic plan was to revitalize Market Street as the “Main Street” for Camden, a retail corridor connecting the waterfront to the new Gateway District. The Strategic Plan recommended changing Market Street from one-way traffic to two-way traffic to encourage more automobile traffic and visibility for retail tenants and restaurants. The proposed development designed by MMA included such buildings as a six story government building to house offices such as the Immigration and Naturalization Service, an eight story office building, a thirteen story office building, a ten story parking garage, a nine story hotel, and a three story retail and housing building.

At the other end of this particular site, Federal Street has many notable structures such as the Equitable Building, the Public Library and the City Hall Building. It is also home to many government offices and institutional facilities.

The Center City Redevelopment builds on the features and long term objectives of Market Street and Federal Street as specifically outlined in the Camden Strategic Plan. The Center City Redevelopment Master Plan provides higher densities, major commercial development, sufficient and convenient parking, and retail & housing development along Market Street.
